Registering for a MAT User Account

How do I register for a MAT Account?

Go to HARP registration page and complete the registration form to create a HARP account. To create an account, users must enter their profile information, account information, and successfully complete proofing (identify verification). Registration could take anywhere from 5 to 15 minutes, depending on how quickly user data is proofed and verified. HARP uses a third-party service provided by Experian to verify user identities. To complete the account setup, users need to log into HARP and set up two-factor authentication.

What information will I have to provide to get an account?

In addition to contact information, you will also need to provide your organization's Object Identifier (OID). If your organization has a registered OID, please continue to use that OID. If your organization does not have an OID, you may register for an OID using the HL7 OID Registry at http://www.hl7.org/oid/index.cfm, or if HL7 registry is not required for your measures, you can request that the MAT generate a UUID for your organization that is specific to the MAT. After creating a HARP account go to new user registration page and submit the form for new MAT account. 

How will I know when my account has been created?

Once we receive your new user registration form, our Support Desk will review the information and create your MAT account, typically within two business days. You will receive an email following the creation of your MAT account. You can use your HARP ID and password to get access to MAT.

How to link my MAT account with HARP?

If you are an existing user of MAT and created a new HARP account, you are required to go through a one-time process to link your HARP account to MAT. This process includes the following steps:

  • Go to the Login page of MAT and use HARP credentials to login.
  • You will be asked to provide your MAT User ID and most recent password, excluding Symantec (TM) VIP Credential ID. 
  • Upon verification of user credentials, you are provided with one of the 3 security questions you used during the setup of your MAT account. 
  • MAT verifies the answers and links your HARP and MAT accounts, then redirects you to the application.

What do I do if my MAT Account is no longer needed?

If you no longer need your MAT account, please email a request to revoke the account to sb-mat-user@semanticbits.com, or use the Contact Us form on the Contact Us page of the MAT public website to inform the Support Desk that the account is no longer needed.

Clinical Quality Language (CQL)

The Centers for Medicare & Medicaid Services (CMS) has announced that electronic clinical quality measures (eCQMs) in CMS quality programs will be transitioned to use the Clinical Quality Language (CQL) standard (CQL Release 1, Standard for Trial Use (STU) 4) for logic expression. CQL is a Health Level Seven International standard and aims to unify the expression of logic for eCQMs and Clinical Decision Support (CDS). CQL provides the ability to better express logic defining measure populations to improve the accuracy and clarity of eCQMs.
